ACTION REQUESTED:
Adopt the Union County Transportation Procedures Manual as presented.

BACKGROUND:
Union County Transportation (UCT) must remain in compliance with multiple regulations to receive Federal and State funding. The North Carolina Department of Transportation (NCDOT) and the Federal Transit Administration both conduct audits of the Transportation Department, which include a review of the policies and procedures maintained.
Due to the ever-changing nature of the business, Transportation leadership must routinely adjust the UCT Procedures Manual to ensure it continues to be in compliance and relevant.
The entire manual has been reformatted with updates made to several areas since the last Board of County Commissioners review on October 17, 2022. Major revisions were made to the following sections:
• Section 2, Subsection: Job-Specific Training
• Section 2, Subsection: Driver Evaluation and Performance Evaluation
• Appendices:
o UCT Rider’s Guide
o Cancellation/No Show Policy
o UCT Emergency Response Guide
o UCT Training Courses
o Driver Evaluation Form
o Vehicle Incident Form
