ACTION REQUESTED:
1) Accept the low bidder and authorize award of the construction contract to Atlantic Coast Contractors, Inc. in the amount of $525,197.20. 2) Authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item upon legal review. 3) Adopt Resolution Providing Notice of the Helmsville Road Force Main Improvements Construction.

BACKGROUND:
The Wastewater Pump Station Improvements Program, identified as part of the Comprehensive Water and Wastewater Master Plan adopted by the Board of County Commissioners and authorized as part of the FY2024 Capital Improvement Plan budget, includes an annual allocation to assess, prioritize, and rehabilitate/replace wastewater pump station infrastructure. The Helmsville Road Force Main Improvements project consists of installing approximately 4,540 linear feet of 8-inch wastewater force main along South Fork Crooked Creek from the Industrial Ventures business park to the Crooked Creek WRF entrance on Sardis Church Road to replace an aging 6-inch force main that has experienced multiple failures.

The Union County Procurement Department advertised the project on February 22, 2024, and received eight (8) bids at the bid opening on March 26, 2024. The bids were tabulated, reviewed, and certified by UCW engineering staff per the attached engineering report with the bids ranging from $525,197.20 to $1,453,750.00. Based on the engineer's review and Procurement Department approval of the bid, UCW engineering staff recommends that the project be awarded to the lowest responsive, responsible bidder, Atlantic Coast Contractors, Inc. in the amount of $525,197.20.
