ACTION REQUESTED:
1) Approve submission of the FY23 5307 Urbanized Area Grant Application. 2) Upon award, authorize the County Manager's Designees to approve the FY2023 Community Transportation Grant agreements and associated Federal Certifications and Assurances.

BACKGROUND:
The 5307 Urbanized Area Formula Funding program provides federal resources for transit capital, operating assistance, and transportation-related planning in urbanized areas. Eligible activities include transit project planning, engineering, design, and evaluation, as well as capital investments in buses, bus-related activities, and fixed guideway systems. Operating assistance is available for urbanized areas with populations under 200,000.

In the Charlotte urbanized area, 5307 funds are distributed based on population, bus fleet, and transit service provided in surrounding counties. Union County is set to receive up to $969,420 in FY23, allocated by the Charlotte Area Transit System (CATS) formula. These funds will be applied to both operating and capital expenses, with local matching requirements of 50% and 20% respectively.

The FY23 5307 Grant will award FFY 2021 FTA funds to Union County, which can be drawn down until June 30, 2026. Operational services in Union County include demand response, subscription, and contracted fixed-route service provided by Union County Transportation and CATS. Funds will support existing Union County 74X express bus service and demand-response services. Capital-related expenses will cover security items, facility renovations, consulting services, and administrative vehicles.
