ACTION REQUESTED:
Consider position on Parkway and alignment, and consider appointing representative for meeting with Waxhaw, Mineral Springs, and NCDOT.

BACKGROUND:
Union County, in coordination with Mineral Springs and Waxhaw, completed a public comment period on the proposed new alignment for a portion of the Waxhaw Parkway. A total of 409 people completed the survey, and over 50 people attended the in person meeting. While overall results indicated support for the project and new alignment, these results were very different when sorting participants by whether they were directly impacted by the road or not. Those directly impacted by either the current and/or future alignment did not support either of the alignments, or the Parkway in general. Respondents who were not directly impacted by the road overwhelmingly supported the project and new alignment. Based on this feedback, staff recommended the new alignment and amending the Comprehensive Transportation Plan (CTP), which would require CRTPO and North Carolina Department of Transportation (NCDOT) approval of the amendment.

Waxhaw still supports the Parkway and new alignment, which did not change as a result of the 2023 town elections. Mineral Springs voted to not support the Parkway and did not differentiate between the two alignments. The Charlotte Regional Transportation Planning Organization (CRTPO) has offered to facilitate a meeting between the stakeholders to ideally identify a shared common position on the Parkway and alignment and will occur as soon as possible.
