ACTION REQUESTED:
A) Ratify submission of the Human Service Agency Transportation Division's FY20 5311 Administrative (Non-Urbanized Area Formula Program) CARES Act Grant Application Amendment;
B) Upon award of the amendment, authorize the County Manager to execute related contracts and/or agreements, pending legal review;
C) Upon receipt of the grant award, amend the FY22 Transportation budget to recognize, receive, and appropriate an increase of $239,089 in Transportation 5311 Rural Urbanized Area CARES grant funding.
BACKGROUND:
Coronavirus Aid, Relief, and Economic Security Act (CARES Act) transit specific funding will be provided at a 100-percent federal share, with no local match required. Rural Formula (Section 5311) CARES funding will be available to support administrative and operational funding needs normally eligible under the Section 5311 program to prevent, prepare for, and respond to COVID-19. Funding will cover net operating expenses remaining after Transportation subtracts operating revenues from eligible operating expenses. Administrative and operating expenses incurred on or after January 20, 2020, for all rural recipients are eligible, including operating expenses to maintain transit services as well as paying for administrative leave for transit personnel due to reduced operations during an emergency.

To date, Union County has been awarded 5311 CARES Act funding on three separate occasions, all of which have been approved by the Board of County Commissioners.
* Round 1, approved June 15, 2020, awarded funds in the amount of $226,550.
* Round 2, approved September 21, 2020, awarded funds in the amount of $239,494.
* Round 3, approved March 1, 2021, awarded funds in the amount of $129,108.
