Authorize Conveyance of Surplus Property

ACTION REQUESTED:
Authorize the County Manager to convey surplus incinerator to Cabarrus County Sheriff’s Office, Animal Control Division.
BACKGROUND:
In accordance with G.S. 160A-274, the County is authorized to convey to any other governmental unit any interest in real or personal property.
The previous incinerator is a Biomass Marketing product, the BMA-800 weighs 12,900 lbs. The chimney weighs 2,000 lbs. and its load capacity is 800 lbs. We have no use for this incinerator and already have a new one installed. During the time when our incinerator was not working the company could not be reached because they were no longer in business. We called around to try to find someone that could work on it, and all of the companies we spoke with had never heard of or even seen an incinerator like it. Cabarrus County has the exact same incinerator and had a guy come up from Alabama to work on theirs. While theirs was not working we would incinerate their animals and they returned the favor when theirs was fixed and ours was out. They burnt several loads of our deceased animals for us during our time of need. We recommend that we offer our old incinerator to Cabarrus County so they may use parts off of it to keep theirs in service.
