ACTION REQUESTED:
(i) Accept the low bidder, authorize award of the construction contract to Mountaineer Contractors, Inc., in the amount of $834,005.55, (ii) authorize the County Manager to negotiate and execute an agreement substantially consistent with this Agenda item, and (iii) adopt a Resolution of the Union County Board of Commissioners Providing Notice of SW110 - STEG Gravity Sewer Improvements Stallings Project Construction.
BACKGROUND:
The currently approved Capital Improvement Program includes funding for sanitary sewer projects to replace aging gravity sewer infrastructure. The Septic Tank Effluent Gravity (STEG) (Gray Water system) Asset Inventory and Assessment memorandum outlined a 10-year CIP schedule to replace the existing 4-inch and 6-inch septic tank effluent gravity system with conventional 8-inch gravity mains and manholes. The Project consists of the construction of approximately 4,745 linear feet of 8-inch gravity sewer mains and 24 manholes on Smith Circle, Greenbriar Drive, and Spruce Street. The work includes, but is not limited to pipe, manholes, services, clean outs, erosion control, and restoration.
On October 14, 2021, Union County Procurement Division received and opened three (3) bids for the project. All bids were reviewed and certified by the engineer per the attached engineering report for bids and bid tabulation. The bids ranged from $834,005.55 to $1,453,457.00 and, based on the engineer's review and Procurement Division approval of the bids, staff recommends that the project be awarded to the lowest responsive, responsible bidder, Mountaineer Contractors, Inc., in the amount of $834,005.55.
