ACTION REQUESTED:
1) Adopt Resolution of the Union County Board of Commissioners Withdrawing from the Monroe-Union County Economic Development Commission;
2) Create an Economic Development Department, to be administered by the County Manager in accordance with G.S. ? 153A-82, with direction for the County Manager and staff to begin hiring for such department as soon as practicable;
3) As there is not a lease agreement currently in effect for the Commission, direct the Commission to vacate the office space it is occupying in the County's property located at 1407 Airport Road, Monroe, NC as soon as practicable; and
4) Update the Pay and Classification plan to include new job classifications as follows:
* Director of Economic Development - Pay Grade R
* Assistant Director of Economic Development - Pay Grade P;
5) Authorize the addition of three FTEs (full-time equivalency) in the County Manager's Office for the following job classifications:
* 1 Director of Economic Development
* 1 Assistant Director of Economic Development
* 1 Business Manager
6) Adopt Budget Amendment 11
PRIOR BOARD ACTIONS:
None.
BACKGROUND:
The Monroe-Union County Economic Development Commission (the "Commission") was created effective January 1, 2022, through joint resolution and interlocal agreement between Union County and the City of Monroe. The County is now evaluating whether it is in the best interest of the County to promote economic development activity in Union County through its own internal economic development efforts, rather than through a partnership with the City of Monroe.
