PRIOR BOARD ACTIONS:

November 4, 2019, Regular Meeting, Agenda Item # 19 - Approve conditional rezoning 2019-CZ-008 Cresswind and funding contribution by developer.

BACKGROUND:

Union County identified this location as a critical intersection in its 2016 analysis and subsequently the NCDOT proposed a roundabout at the intersection of NC 84 and Potter in 2020. As part of the rezoning for the Cresswinds community on Potter Rd, Union County and the developer agreed to a condition requiring a developer contribution of $386,500 toward the intersection project. The project was subsequently funded by CRTPO. Recent analysis determined this design would not accommodate area traffic, and a larger design was created, requiring additional $1.26 million in local match funding for a CRTPO funding request. NCDOT has committed $400,000, leaving $826,000 in local match required. Wesley Chapel and Union County would split the match. The application is due by October 31, with funding announcements in the spring of 2025. 

FINANCIAL IMPACT: 

$413,000 from Critical Intersection Program budget in FY2025 or beyond.
