BACKGROUND:

This is Union County's Enterprise Agreement for Geographic Information Systems (GIS). The ESRI Small Municipal and County Government Enterprise Agreement (SGEA) is a three-year agreement that will continue to provide GIS software, services, and support. The contract also includes separate licensing for ArcGIS Velocity, which replaces GeoEvent Server from the previous contract. The annual cost will be split between GIS and UC Water as follows: UCIT - $95,612.00 and UC Water - $99,413.00

N.C.G.S 143-129(e)(3) and N.C.G.S 143-129(e)(9) allow local governments to make purchases through a competitively bid North Carolina Statewide Term Contract or a Group Purchasing Program.

The purchase of the Enterprise Agreement for Geographic Information Systems Software will be made using North Carolina Statewide Term Contract NCDIT 208K as quoted by ESRI.

FINANCIAL IMPACT:

The anticipated annual cost for this service is $195,025. Since this contract contains a three-year term, a total of $585,075 is estimated to be spent. Funding is available in the adopted FY27 budget with future expenditures subject to annual BOCC budget appropriation.
