ACTION REQUESTED:
Approve the rejection of all bids received for IFB 207-004, Union County Jesse Helms Park Field Lighting, pursuant to N.C.G.S. § 143-129(b), based on a determination that rejection is in the best interest of Union County.

None.
BACKGROUND:
On July 28, 2026, the Procurement Department partnered with Facilities and Fleet Management to issue an Invitation for Bid IFB 2027-004 Union County Jesse Helms Park Field Lighting. On September 10, 2026, two (2) bids for the titled project were received and processed. All bids were tabulated, reviewed and certified by LaBella Associates. The bids ranged from $ 493,900 - $ 570,362.26.
Following bid opening and review, Parks and Recreation determined that in lieu of awarding a contract for IFB 2027-004 to the lowest responsive bidder, it would be in the best interest of the County to utilize these funds in support of Jesse Helms Phase II project in the future.
N.C.G.S. § 143-129(b) authorizes the Board of County Commissioners to reject any or all proposals for a reason determined by the Board to be in the best interest of the County. Because this solicitation is for construction in the formal bidding range, Board action is required to reject the bids.
Facilities and Fleet Management therefore request that the Board authorize rejection of all bids received for IFB 2027-004. Following Board action, Procurement and Contract Management will notify the bidders and close out the solicitation.
FINANCIAL IMPACT:
Approval of this request will result in no contract award for this solicitation under the adopted JHP Lighting capital account 40080212.
