ACTION REQUESTED:
Award contract to Dave's Construction Service, Inc, in the amount of $642,130.50; 2) authorize the County Manager to i) negotiate and execute an agreement substantially consistent with this agenda item, ii) exercise any renewal or extension term options set forth in the agreement, and iii) terminate the agreement if deemed in the best interest of Union County, each in the County Manager's discretion; and 3) adopt Resolution Providing Notice of Construction of the Union County Group Home Renovation Project.

BACKGROUND:
The group home will be a Crisis Stabilization Home for foster youth in Union and Cabarrus Counties. It will house and provide services for foster youth in crisis while staff determine what placement and/or treatment they need. Alexander Youth Network will run the group home. It will be funded via the NC Children and Family Services Medicaid Plan that is operated by Healthy Blue Care Together Medicaid funds.

The purpose is to keep foster youth from residing in Social Services offices and wrap services around them while they await appropriate placement.

The project scope of work entails the removal of existing interior walls and a redesign of the current restrooms, bedrooms, staff area, office area, kitchen and dining area to create an open-floor plan for staff to monitor daily activities, maintain a safe environment and to provide eight private bedrooms. Interior spaces will receive new flooring and paint, with anti-ligature door hardware, plumbing fixtures, and electrical fixtures. The exterior will receive a new therapeutic sidewalk around the rear of the building.
