May 20, 2024, Regular Meeting, Agenda Item #24-354 - Authorize the County Manager to negotiate and execute an agreement with the state to receive directed grant funds for the facilities and operations to establish a new South Piedmont Regional Medical Examiner’s Office

BACKGROUND:

In May 2024, the County entered into an agreement with the Office of the State Medical Examiner to receive a directed grant of $20,000,000 in nonrecurring state appropriations, ($15,000,000 in State Fiscal Year (SFY) 2023-2024, and $5,000,000.00 in SFY 2024-25), for the leasing of facilities and to initiate the renovation and upfitting of an agreed upon space to establish a new South Piedmont Regional Medical Examiner's Office that shall serve at least all of the following counties: Anson, Cabarrus, Gaston, Montgomery, Moore, Richmond, Rowan, Stanly, and Union. Additionally, as part of the agreement, the County receives a directed grant of $2,000,000 recurring in SFY 2023-24, and SFY 2024-25, for operational costs and equipment associated with the establishment of a county-operated regional autopsy center.
