BACKGROUND:
Union County Water owns and operates the Twelve-Mile Creek Water Reclamation Facility, which produces biosolids as a byproduct of the wastewater treatment process. The facility generates approximately 12,000 wet tons of biosolids annually. Federal and state regulations require these biosolids to be managed and disposed of using approved methods that protect public health and the environment. This contract provides for the transportation, processing and beneficial reuse of the biosolids at a permitted composting facility.
The Procurement Department partnered with Union County Water to issue Request for Proposal 2026-072 Twelve-Mile Creek WRF Biosolids Services. On May 19, 2026, one proposal was received and reviewed by an evaluation team in accordance with applicable evaluation criteria for this project. As a result, the team requests approval to enter into a contract with the top scoring/ranked preferred offeror, McGill Environmental Systems of NC, Inc. to provide Biosolids disposal services.
FINANCIAL IMPACT:
The anticipated annual cost for this service is $1,500,000. Since this contract contains an initial term of three years with five additional one-year renewal options, a total of $12,000,000 is estimated to be spent. Funding is available in the adopted FY2027 budget with future expenditures subject to annual BOCC budget appropriation.
