ACTION REQUESTED:

Authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item.

PRIOR BOARD ACTIONS:

1) September 2, 2025, Regular Meeting, Agenda Item # 25-556 - Conducted Public Hearing - FY2027 Combined Capital Transportation Grant Application.

2) September 15, 2025, Regular Meeting - Ratified submission of the FY27 Combined Capital Grant Application.

BACKGROUND:

The Human Services Agency Transportation Division seeks approval to purchase three (3) replacement vehicles. Transportation vehicles 2819, 3019, and 8219 (3) 20’ light transit vehicles w/wheelchair lift have met useful life and have been approved by IMD/NCDOT to be replaced. IMD/NCDOT, within this grant, has also approved (3) low-emission vehicle engines for replacement vehicles and (3) vehicle wraps. The FY27 Combined Capital Grant will fund the vehicle replacements, wraps, and propane conversion kits with 80% Federal ($342,160), 10%($42,770) State, and 10% ($42,771) Local match.

 

• (3) 22’ light transit vehicles w/ wheelchair lift @ $130,000 ea.

• (3) vehicle lettering and logos @ $3,816 ea.

• (3) low-emission vehicle engines for replacement vehicles @ $8,751 ea.

 

N.C.G.S 143-129(e)(3) and N.C.G.S 143-129(e)(9) allow local governments to make purchases through a competitively bid North Carolina Statewide Term Contract or a Group Purchasing Program.

 

The purchase of the vehicles will be made using North Carolina Statewide Term Contract 54-SG-05062022.

FINANCIAL IMPACT: 

The anticipated cost for the three vehicles is $390,000. Vehicle wraps for the vehicles will be $11,448. The propane conversion kits for all three vehicles are $26,253. The total cost is $427,701 each and is budgeted accordingly for FY2027.
