ACTION REQUESTED:
1) Authorize staff to submit a grant application to the State and Local Cybersecurity Grant Program (SLCGP), 2) upon award, authorize the County Manager to negotiate and execute agreements substantially consistent with this agenda item, and 3) upon award, recognize, receive, and appropriate funding to the Information Technology Department's budget.

BACKGROUND:
In 2023, through the Infrastructure Investment and Jobs Act, the US Department of Homeland Security (DHS) provided $374.9 million to address cybersecurity risks and threats to information systems owned, operated by, or on behalf of state, local, tribal and territorial governments, known as the State and Local Cybersecurity Grant Program (SLCGP).The goal of the SLCGP is to help states and territories, specifically rural and local communities, address cybersecurity risks and cybersecurity threats. The SLCGP enables DHS to make targeted cybersecurity investments in state, local, tribal and territorial government agencies, thus improving the security of critical infrastructure and resilience of the services these governments provide to their community. SLCGP requires a 10% non-federal cost share, or match. As a part of its approved application for SLCGP, the state of North Carolina received approximately $5.3 million in federal grant funding under this award. North Carolina Emergency Management (NCEM), a division of the NC Department of Public Safety (NCDPS), is charged with managing this grant for the state.
