BACKGROUND:
The Board directed staff to bring back 3-5 options for lowering density in rural areas. Staff researched this issue and offers three ideas for the Board to consider. The first is to rezone residential properties identified as “Rural Residential” on the UC2050 Land Use Map to some zoning district that is less dense than RA-40 or R-40. The second is to require 30% open space in developments that occur in the “Rural Residential” area on the UC2050 Land Use Map. This option was specifically mentioned as a tool as part of the implementation strategy for the UC2050 Comprehensive Plan. The third is a combination of an increased road frontage requirement along corridors based on posted speed limits and varying lot size requirements along corridors based on their functional designation.
