ACTION REQUESTED:
Approve Amendment 01 to the Professional Services Agreement with Creech & Associates, PLLC, authorize the County Manager to execute the amendment on behalf of Union County, and approve termination of the Professional Services Agreement with Creech & Associates, PLLC effective June 1, 2026.

BACKGROUND:
On February 2, 2022, Union County contracted with Creech & Associates, PLLC for design and construction administration services for an integrated controls solution for all security functions with the Union County Detention Center and Court Intake (the "Jail Relocking Project"). On September 20, 2023, Union County entered into a construction contract with J.M. Cope, Inc. for the Jail Relocking Project.
On May 5, 2025, the Union County Board of Commissioners approved termination of the construction contract with J.M. Cope, Inc. for convenience pursuant to Article 14.4 of the General Conditions of the Contract for Construction. Written notice of termination was issued by the County Manager, with the construction contract terminating effective May 12, 2025.
