ACTION REQUESTED:
1) Authorize staff to submit a grant application to the Charlotte Regional Transportation Planning Organization (CRTPO), 2) upon award, authorize the County Manager to negotiate and execute agreements substantially consistent with this agenda item, and 3) upon award, recognize, receive, and appropriate funding to the Planning Department’s budget.

BACKGROUND:
Union County advances intersections identified in its multiple Critical Intersection Analyses by applying for design and cost estimate planning grants through CRTPO. Union County has administered four of these grants since 2016, which have led to multiple funded and implemented intersection projects. Staff have coordinated with the NCDOT and local municipalities to identify five intersections from the 2023 Critical Intersection Analysis. If funded, the work would occur between July 2025 and June 2026. The five intersections, and the affected municipalities, are below:
• New Town and Lester Davis (Wesley Chapel)
• Old Charlotte Highway and Hayes/Faircroft (Indian Trail)
• Unionville Indian Trail and Unionville Brief/CJ Thomas (Unionville)
• Bragg and Lancaster (Monroe)
• NC 84 and Willoughby
The estimated cost per intersection is $40,000, with a 20% match ($8,000) required per intersection. The total project cost would be $200,000, with Union County responsible for $24,000. The four municipalities would be responsible for $16,000.
FINANCIAL IMPACT:
$24,000 in FY2026.
