ACTION REQUESTED:

1) Ratify action by County Manager for submission of a Request for Grant ID # 20893 with the North Carolina Office of State Budget and Management (NC OSBM) in the amount of $700,000.00, 2) recognize, receive, and appropriate $700,000.00, and 3) approve and adopt Special Revenue Ordinance #88A (SRO 88A).

PRIOR BOARD ACTIONS:

1) July 17, 2023, Regular Meeting, Agenda Item # 23-448 - Board Update - Work was done to identify a potential solution. We requested an 18-month extension from DEQ in June 2023. Anticipate project completion by December 2024.

2) March 7, 2022, Regular Meeting, Agenda Item # 22-131 - Dredging Walden Pond Project. Recognized, received, and appropriated $400,000.00 and authorized the County Manager to enter into all necessary agreements with the State for the receipt of funds.

BACKGROUND:

Union County has been awarded additional grant funding by the North Carolina Office of State Budget and Management (NC OSBM) for the Walden Pond Dredging Project in the amount of $700,000.00. Grant ID #20893, with funding starting July 1, 2023, through October 3, 2025, will be used to fund the implementation of an appropriate solution for sediment removal and sediment control in neighborhood ponds. The funding will be used to conduct an initial assessment through a bathymetric survey to analyze and determine the specific volume of material required to be removed from the site, hire an environmental engineer to design an appropriate scope of work given limited access to the site, and hire a contractor to complete the scope of work. The county doesn’t anticipate the need for additional funding sources beyond the funds awarded in this grant to cover the costs of the project.

None to Union County.
