ACTION REQUESTED:
Approve the rejection of all bids received for IFB 2026-077, Union County Fairview Fire Training Facility, pursuant to N.C.G.S. § 143-129(b), based on a determination that rejection is in the best interest of Union County.

None.
BACKGROUND:
On June 22, 2026, the Procurement Department partnered with Facilities and Fleet Management to issue an Invitation for Bid IFB 2026-077 UC Fairview Fire Training Facility. On August 6, 2026, 14 bids for the titled project were received. All bids were tabulated, reviewed and certified by Progressive Companies. The bids ranged from $ 1,923,539.00 - $ 2,821,037.56.
Following bid opening and review, Facilities & Fleet Management determined that the bids received exceed the funds currently available for the project and recommending a bid award under the current solicitation is not in the County's best interest and recommends rejection of all bids.
N.C.G.S. § 143-129(b) authorizes the Board of County Commissioners to reject any or all proposals for a reason determined by the Board to be in the best interest of the County. Because this solicitation is for construction in the formal bidding range, Board action is required to reject the bids.
Facilities & Fleet Management therefore request that the Board authorize rejection of all bids received for IFB 2026-077. Following Board action, Procurement & Contract Management will notify the bidders and close out the solicitation.
FINANCIAL IMPACT:
Approval of this request will result in no contract award for this solicitation under the adopted Fire Training capital account 40080176.
