ACTION REQUESTED:

Authorize the County Manager to 1) negotiate and execute an agreement substantially consistent with this agenda item, 2) exercise any renewal or extension term options set forth in the Agreement, and 3) terminate the Agreement if deemed in the best interest of the County, each in the County Manager’s discretion.

BACKGROUND:

On July 22, 2024, the Procurement & Contract Management Department partnered with the Manager’s Office to issue Invitation for Bid (IFB) 2024-095, Self-Contained Breathing Apparatus (SCBA). On August 22, 2024, one (1) bid was received. Due to less than the required 3 bid minimum, the project was re-bid. On September 5, 2024, one (1) bid was received and processed for the title project. The bid was tabulated, reviewed, and certified by the Union County CDBG Team. Staff recommends that the project be awarded to the lower responsive, responsible bidder, Rhinehart Family Company DBA “Rhinehart Fire Services,” in the amount of $285,998.63.

 

Union County received a payment from the Community Development Block Grant (CDBG) established pursuant to 24 C.F.R. 570.208 (a)(3), Union County may utilize the CDBG, in whole or in part, for the cost of the Agreement resulting from this solicitation.

FINANCIAL IMPACT: 

Funding is available from the adopted Community Development Block Grant FY2025 budget to support the purchase of the Self-Contained Breathing Apparatus in the amount of $285,998.63.
