ACTION REQUESTED:
1) Approve the submission of the NEHA-FDA Program Standards Grant Application for Track 3: Maintenance and Advancement Base Grant with optional add-ons for trainings, capacity building and updated self-assessment of all 9 FDA Program Standards, 2) upon award, authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item, and 3) upon award, recognize, receive, and appropriate the awarded amount to the Environmental Health Division budget.

BACKGROUND:
One of the central features of both the public health enterprise and the work of most public health regulatory programs is retail food safety. Programs often face a significant barrier to committing more time and resources to build capacity and reinforce their retail food safety efforts. To overcome this barrier, NEHA and FDA have partnered to offer financial support to advance conformance with the FDA Voluntary Retail Program Standards.
The NEHA-FDA Retail Flexible Funding Model has three primary goals:
1) Support strategies that reduce the occurrence of foodborne illness risk factors;
2) Promote uniformity and a national Integrated Food Safety System (IFSS) by enabling jurisdictions to move toward full compliance with the Retail Program Standards; and
3) Improve retail food protection programs and enhance the services provided to the public.
This three-year grant that consists of several requirements to include maintaining the Standards that have already been met (currently 1,3,4,5 and 7) and meeting a new Standard.
