ACTION REQUESTED:

1) Adopt a resolution authorizing staff to apply for grant, 2) upon award, authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item, and 3) upon receipt, recognize, receive, and appropriate the awarded amount to the Planning Department budget.

PRIOR BOARD ACTIONS:

February 5, 2024, Regular Meeting, Agenda Item #24-090 - Open Space in Rural Areas Committee Recommendations Adoption

BACKGROUND:

Open Space in Rural Areas is one of the six issues studied in the Union County 2050 implementation process. The Board of Commissioners approved the strategies at its February 5, 2024, meeting. This grant application will allow Union County to implement the strategies approved to address this issue. The application is due to the North Carolina Wildlife Resources Commission by May 16, and an approval to submit by the governing board is required. This grant would provide $10,000, matched by $10,000 in Union County funds, to pay for researchers to assess Union County streams, wetlands, and forests in the areas designated as rural in the adopted comprehensive plan to utilize in a rural land use plan, as well as develop a conservation easement evaluation process for the Soil and Water Conservation District, conservation subdivision informational brochure, and posting onto the County’s web site.

 

The project would begin in October 2024 and be complete by April 2026.  

FINANCIAL IMPACT: 

$10,000 in FY2025 professional services from the Planning Department budget would be committed to this project.
