Provide direction to staff on moving forward with analyzing other post-employment benefit scenarios

BACKGROUND:
The County currently offers two other post-employment benefit options to retirees outside of the local government retirement system to those employees that are eligible based on the County’s adopted Personnel Resolution. These benefits include retirees’ health care and separation allowance pension benefits.
The board was presented information regarding OPEB at the Board Retreat on February 9th, 2024. Staff were asked to come back to the board with options for extending OPEB benefits to those currently not eligible and for new hires.
This presentation will offer scenarios for the board to consider giving feedback to the management team and staff to move forward with analyzing the long-term financial impact of the board chosen scenarios.
