ACTION REQUESTED:
Authorize the County Manager to (i) negotiate and execute an amendment to the agreement with JA Seagraves, extending the contact to September 28th, 2022, substantially consistent with this agenda item; and (ii) exercise the additional one-year renewal option under the Agreement in the County Manager's discretion.
BACKGROUND:
Union County has a multiyear contract with JA Seagraves providing asphalt repairs to roadways, highways, and parking areas that were necessary as a result of repairs to the water distribution and wastewater collections systems. This amendment increases the contract threshold to accommodate anticipated FY22 expenditures and extends the agreement to September 28, 2022.

Union County Water maintains and operates over 1,000 miles of water system and over 700 miles of wastewater infrastructure. A large portion of the combined 1700+ miles of piping is located in paved roadways and shoulders, as well as parking areas, both residential and commercial. Once water/sewer lines are repaired due to age, material, pressure, third-party damage, etc., numerous restoration activities may be required to take place. The activities include compaction, milling, and repaving asphalt surfaces, among others. In the past, due to this particular service requiring a very specific skill-set and potential scheduling implications, this restoration service has been conducted by industry professionals. This effort has shown a great improvement in customer service by reducing the time required to restore roadways, driveways, and parking areas for governing agencies having jurisdictional authority such as NCDOT, Town of Indian Trail, etc., as well as customers and citizens, therefore reducing the level of complaints that are received.
