ACTION REQUESTED:
Adopt a Resolution to Submit Discussion of the School Funding Formula as a Topic for Consideration at the North Carolina Association of County Commissioners Legislative Goals Conference.
PRIOR BOARD ACTIONS:
July 20, 2026, Regular Meeting, Item #26-358 - Directed staff to add public school funding formula discussion to Board’s legislative agenda.
BACKGROUND:
Following adoption of the FY2027 Budget Ordinance, the Board of Commissioners directed staff to add a public school funding formula discussion to the Board’s legislative agenda. The Board indicated that changes in the State’s philosophy for funding public schools in North Carolina have resulted in increased delegation of responsibilities for school funding to local governments, and that the statutory school funding formula in G.S. §115C-431 may now be contributing to funding concerns and constraints on counties rather than resolving issues in funding disputes between county boards of commissioners and local boards of education. Because the school funding formula affects all counties within the State of North Carolina, the attached resolution allows the Board of Commissioners to submit the public school funding formula discussion as a legislative goal for consideration at the next legislative goals conference hosted by the North Carolina Association of County Commissioners.
