BACKGROUND:

The Short Water Line Extension Program, as adopted by the Board of County Commissioners (BOCC), provides for the extension of water lines to serve and provide an environmental benefit to qualifying applicants in Union County. Staff have diligently pursued the design, permitting and construction of FY22 and FY23 projects and while doing so have encountered challenges with respect to easement acquisition and program funding.

 

Program funding is not sufficient to complete the FY22 Short Waterline Extension Program projects and approved FY23 projects have been put on hold pending future budget allocation decisions.

 

The FY22 projects consist of four project groupings, phases A-D, of which phases C and D have been advertised and construction contracts awarded. Following direction by the Board at the July 14, 2025 meeting, staff are pursuing completion of FY22 Phase A projects. Based on current cost estimates, there is insufficient funding available to complete all projects included in Phase B of the FY22 program however, it would be possible to complete the East Lawyers Road project included with Phase B within the available funding allocation.
