ACTION REQUESTED:
Authorize the County Manager to 1) negotiate and execute an agreement substantially consistent with this agenda item, 2) exercise any renewal or extension term options set forth in the Agreement, and 3) terminate the Agreement if deemed in the best interest of the County, each in the County Manager's discretion.

BACKGROUND:
Parks & Recreation staff were approached by Seasonal Ice Rinks and The Moser Group in September 2023 in regard to operating a Seasonal Ice Rink in the Sun Valley Commons Shopping Center. Parks & Recreation staff along with County Management felt this was a great opportunity to provide another service to the residents of Union County. After discussion and approval of the Fiscal Year 2025 Budget, Parks & Recreation staff met with the above and determined we would move forward with the necessary contracts/agreements that would allow Parks & Recreation to operate the Seasonal Ice Rink in December and January in 2024, 2025 & 2026. The Moser Group will lease the proposed property to Union County for a minimal amount annually and Seasonal Ice Rinks will provide all necessary supplies, materials, tools and equipment to successfully operate the Rink. Parks & Recreation will only be responsible for the operation of the Rink and will not own any supplies, materials, tools or equipment at the end of the operational period. Union County will not be responsible for storage of any of the supplies, materials, tools or equipment in the off-season. The County Manager has approved the exemption to the RFP process per Section 3.5 of the Union County Procurement Policy.
FINANCIAL IMPACT:
The anticipated annual cost for this service is $185,500.00. Since this contract has an initial term of one year with two one-year renewal options, a total of $485,500.00 is estimated to be spent. Fund...
