ACTION REQUESTED:

Authorize the County Manager to (i) negotiate and execute an agreement (7349) with Ferguson Enterprises, LLC, substantially consistent with this agenda item; and (ii) exercise up to four one-year renewal terms options under the Agreement, in the County Manager’s discretion.

BACKGROUND:

Union County Water maintains and operates over 1,000 miles of water system infrastructure and over 50,000 water meters. Routine and emergency operation and maintenance require timely repairs of the systems water infrastructure due to age, condition and third-party damage in addition to new water service and meter installations. All water and sewer parts that are necessary to operate and maintain the County’s utility system are part of a controlled inventory at the Public Works Operations Center Warehouse. This contract provides economical and uninterrupted supply of ¾” and 1” water service parts (valves, yokes, tees, couplings, etc.) required to install and repair potable water services throughout the water distribution system. This contract has a one (1) year initial term followed by four (4) one-year renewals at the sole discretion of the County and is subject to budget appropriation.

 

IFB 2022-003 was issued and bids were opened on August 31, 2021. Four (4) bids were received with no discrepancies noted. Ferguson Enterprises is the apparent lowest responsive, responsible bidder.

FINANCIAL IMPACT: 

The Water & Wastewater Division anticipates spending approximately $125,000 annually for these parts. Since this contract contains a 1-year initial term and four 1-year renewals options, a total of $625,000 is planned to be spent during the 5-year term. Funding is available in the adopted FY22 Water & Wastewater Division budget appropriation with future expenditure subject to BOCC budget appropriation.
