ACTION REQUESTED:

1) Re-adopt resolution to accept American Rescue Plan Act (ARPA) funding in the amount of $9,750,000 from the North Carolina Department of Environmental Quality, 2) authorize the County Manager to execute all necessary documentation to effectuate acceptance of the funding, and 3) adopt Capital Project Ordinance #331B.

BACKGROUND:

On August 1, 2022, the Board of Commissioners adopted a resolution to accept an earmark of American Rescue Plan Act (ARPA) funds in the amount of $8,000,000 funded through the State Fiscal Recovery Fund to assist eligible units of government with meeting their water/wastewater infrastructure needs.

 

On October 16, 2023, the Board of Commissioners re-adopted the resolution at the request of NCDEQ so that the construction of Grassy Branch WRF Expansion could be included in the scope of the project.

 

In the State Appropriations Act of 2022, the General Assembly allocated additional ARPA funding in the amount of $1,750,000 to Union County for water and wastewater infrastructure. As a result, NCDEQ added the $1,750,000 funding allocation to this project.

FINANCIAL IMPACT: 

No immediate financial impact. Once the project commences, the County will submit requests for reimbursement to the State on a recurring basis until the $9,750,000 in funding is exhausted.
