ACTION REQUESTED:
Adopt the Union County Transportation Procedures Manual as presented.
PRIOR BOARD ACTIONS:
None.
BACKGROUND:
Union County Transportation (UCT) must comply with multiple regulations to receive Federal and State funding. The North Carolina Department of Transportation and the Federal Transit Administration audit the Transportation Department, including reviewing the policies and procedures maintained.
Due to the business's ever-changing nature, the Department of Transportation must constantly tweak the UCT Procedures Manual to ensure that it remains compliant and relevant.
Updates have been made to names, phone numbers, titles and the following sections:
• Section 1, Subsection: Major Service Reduction Procedures
• Section 3, Subsection: Inclement Weather
• Section 4, Subsection: Essential Driver Behaviors
• Appendices:
o UCT Rider’s Guide
o Vehicle Maintenance Plan
o Mail Procedures
FINANCIAL IMPACT:
None. However, if the manual is not approved, the County’s Transportation system may potentially be in noncompliance with the FTA, which could result in financial penalties in upcoming Federal and State grant funding.
