ACTION REQUESTED:

Authorize the County Manager to 1) negotiate and execute an agreement substantially consistent with this agenda item, 2) exercise any renewal or extension term options set forth in the Agreement, and 3) terminate the Agreement if deemed in the best interest of the County, each at the County Manager’s discretion.

PRIOR BOARD ACTIONS:

1) November 15, 2021, Regular Meeting, Agenda Item #21-185 - Approved contract with Ferguson Enterprises, LLC for $13,657,018.17 for the AMI Meter System project.

2) June 19, 2023, Regular Meeting, Agenda Item #23-372 - Approved contract change order #1 for the addition of two base stations for sufficient communication for the meters.

3) March 4, 2024, Regular Meeting, Agenda Item #24-132 - Approve contract change order #2 to add the purchase of 3,000 meters to the contract.

BACKGROUND:

The approved Capital Improvement Plan (CIP) includes a funding allocation for the Advanced Meter Infrastructure (AMI) project within the Water Rehabilitation and Replacement Program. The project improves meter reading efficiencies by converting from a manual, drive-by meter reading program to an integrated system of water meters, communication networks, and data management systems that enable nearly real-time, two-way communication between water meters and utilities.

 

The project is approximately 80% complete, and the purpose of this Change Order #3 is to adjust the installation quantities for the project and add a sales tax allowance to cover the sales tax of the materials purchased on the project.

FINANCIAL IMPACT: 

Funding is available within the adopted capital account 60184108 - Advanced Metering Infrastructure to support the contract change order amount of $427,222.99.
