ACTION REQUESTED:

Authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item.

BACKGROUND:

Union County Water maintains and operates the Twelve Mile Creek WRF, which has a total phosphorus limit. The WRF uses Sodium aluminate to enhance the removal of phosphorus from the waste stream during its secondary process. 

 

On May 15, 2026, the Procurement Department partnered with the Union County Water Department to issue an Invitation for Bid 2026-074 Sodium Aluminate 38%.  On June 9, 2026, four bids for the title project were received and processed. All bids were tabulated, reviewed, and certified by the Water Department. The bids ranged from $3.25 per gallon to $4.15 per gallon. Staff recommends that the project be awarded to the lowest responsive, responsible bidder, Southern Ionics, Inc. in the amount of $3.25 per gallon.

FINANCIAL IMPACT: 

The estimated annual cost for this service is $146,250. Since this contract contains an initial term of one year, with four optional one-year renewals, a total of $731,250 is estimated to be spent. Funding is available in the adopted FY2027 budget with future expenditures subject to annual BOCC budget appropriation.
