INFORMATION CONTACT:

Clayton Voignier, Assistant County Manager, 704-283-3687

ACTION REQUESTED:

Approve the CDBG Annual Action Plan Amendments for 2021 and 2020

BACKGROUND:

The 2021 Annual Action Plan will be amended to reflect changes involving the cancellation of two projects and the reallocation of their funds to a new initiative while also reallocating $241,741.00 of 2021 funds that were originally unallocated to Infrastructure and Improvement. Specifically:

•                     Town of Wingate Wastewater Street Level System Infiltration Reduction Project ($140,000)

•                     Town of Marshville Wastewater Street Level System Infiltration Reduction Project ($140,000)

Union County received letters from the Town of Wingate and the Town of Marshville withdrawing their applications for funding of these projects. A total of $280,000.00 in FY 2021 funds, initially allocated to these two projects, will be reallocated to the Monroe Sidewalk Project. Additionally, $70,000.00 in unallocated 2021 funds will be added to this reallocation, bringing the total Community Development Block Grant (CDBG) funding for the Monroe Sidewalk Project to $350,000.00. Additionally, reallocating $241,741.00 of 2021 funds that were originally unallocated to Infrastructure and Improvement.

The CDBG 2020 Annual Action Plan amended to reallocate $156,631.55 from four (4) projects to the Union County Jesse Helms Park Project as indicated below:

The removal of one project and the reallocation of its funds. The Volunteer Fire Department Facilities Improvement Project ($65,000.00) has been canceled.

As a result, the $65,000.00 originally allocated to this project will be reallocated to Infrastructure and Improvement, along with additional funding from three (3) sources: $5,788.58 from the Highway 218 Water Extension available funds, $40,412.42 from available Administration and Planning funds, and $45,330.55 from unallocated 2020 funds. This brings the total allocation for Infrastructure and Improvement to $156,531.55.

The 2021-2025 Union County Citizen Participation Plan is proposed to be amended to reflect a change in the use of CDBG funds for existing projects that currently result in a 20% increase or decrease of the total project budget. The percentage is proposed to increase from 20% to 50% to reduce the frequency of subjecting new projects to lengthy Consolidated Plan and Annual Action Plan amendment process, which have previously resulted in and are projected to result in significant delays in initiating new projects, thus hindering the County’s ability to serve beneficiaries through eligible activities and spend CDBG funds in a timely manner.

In accordance with HUD requirements, these amendments were made available for public review and comment from January 25, 2025, to February 25, 2025, and a public hearing was held to obtain comments on February 19, 2025. No comments were received.

FINANCIAL IMPACT:

The plan amendments and associated reallocation of CDBG funds will result in no additional financial impact to the County.
