ACTION REQUESTED:

1) Accept the scope of services for additional onsite assessments at the Crooked Creek WRF and Twelve Mile Creek WRF as shown in the attached Task Order 2017-02 Amendment 4 with Hazen and Sawyer, P.C. in the amount of $105,000.00 and 2) authorize the County Manager to negotiate and execute an agreement substantially consistent with this Agenda item.

PRIOR BOARD ACTIONS:

June 18, 2018, Regular Meeting, Agenda Item # 9 - Approved Hazen and Sawyer Task Order 2017-02 for engineering services.

BACKGROUND:

The Capital Improvement Program, as adopted by the Board of County Commissioners (BOCC), includes an allocation for the evaluation of the Crooked Creek WRF and Twelve Mile Creek WRF as part of the WRF Rehab & Renewal Program to identify improvements that are necessary for the long-term maintenance and operation of these facilities.

On June 18, 2018, the BOCC approved Hazen and Sawyer Task Order 2017-02 for engineering services for the project in the amount of $330,950.00.  Task Order 2017-02 was initially increased by $40,700.00 to a total amount of $371,650.00 through Amendments 2 and 3 (no Amendment 1) to cover additional engineering services.  Task Order 2017-02 is being increased by an additional $105,000.00 to a total amount of $476,650.00 by Amendment 4 to cover additional engineering services.

This amendment includes additional assessments for the Crooked Creek WRF and Twelve Mile Creek WRF, including assessment of the unit processes, related equipment, space needs, structural and electrical assessments where appropriate, and the development of a capital improvement plan for the phased implementation of recommended improvements in order to keep these facilities operational and in compliance with regulatory requirements. The majority of the work is focused on the Crooked Creek facility however, the assessment does include a limited structural inspection of facilities at the 12-Mile Creek facility as well. These are facilities that have not been included in a prior condition assessment of updated as part of an expansion project (planned or previous). There is an economy of scale benefit to including the 12-Mile facility under a single task order rather than pursuing it separately.

The scope of services for the work in the attached Task Order 2017-02 Amendment 4 has been reviewed by UCW engineering staff and is appropriate for the project. These services are to be provided on a not-to-exceed basis in the amount of $105,000.00.

FINANCIAL IMPACT:

Funding is available within the adopted Capital Improvement Program to support the increase in Hazen and Sawyer Task Order 2017-02 in the amount of $105,000.00.
