BACKGROUND:
As part of the growing initiative to secure and oversee various grant funding options, the grant management team has selected their preferred vendor for the implementation of a grants management software solution. This software will play a pivotal role in facilitating the entire spectrum of grant management activities, ranging from eligibility assessments and application submissions to comprehensive reviews, evaluations, grant distribution, and continuous real-time outcome monitoring. The primary objective behind adopting this software is to enhance efficiency, simplify procedures, and standardize operations, ultimately reducing administrative complexities and optimizing resources. This, in turn, will empower Union County to better serve its residents by maximizing the impact of available funding.
Request for Proposals No. 2023-060 - Grants Management Software was received by the due date of 6/15/2023. Eleven proposals were received and reviewed by an evaluation team in accordance with applicable evaluation criteria for this project. The top four firms/vendors were invited to shortlist interview/presentations. As a result, the evaluation team requests approval to enter into a contract with the top scoring/ranked preferred offeror, GTY Software Inc., (also known as Euna Solutions) to provide eCivis, a Grants Management Software.

A portion of the earnings was requested and approved by the Board of Commissioners on June 5, 2023, to be used as an unrestricted funding source for a grants management software system with the understanding that after an RFP was conducted, staff would come back to the Board to request approval of the preferred offerer with the final cost of the grants management software at a future meeting.

The anticipated first year cost for this service, including implementation, is $85,650. Annual subscription fees begin in year two at a cost of $65,625, with annual 5% increases. Since this contract contains a five-year term, a total of $368,502 is estimated to be spent. Investment income earned from ARPA funds is available for the total estimated amount to be spent.
