PRIOR BOARD ACTIONS:

BACKGROUND:
Union County entered into Contract #47424 with the North Carolina Department of Health and Human Services (NCDHHS), Division of Public Health, effective July 1, 2023, for capital improvements and equipment purchases associated with the South Piedmont Regional Autopsy Center (South Piedmont Regional Medical Examiner's Office). The original contract was directly appropriated by the North Carolina General Assembly in the amount of $20,000,000 in nonrecurring, nonreverting State Capital and Infrastructure Funds ($15,000,000 in SFY 2023-24 and $5,000,000 in SFY 2024-25) under S.L. 2023-134.
In S.L. 2026-41, the General Assembly appropriated an additional $1,500,000 in nonrecurring funds to Union County for the same purpose, budgeted through the Division of Public Health for SFY 2026-27. NCDHHS has prepared Amendment 1 to Contract #47424 to add these funds to the County's existing contract, increasing the total contract value from $20,000,000 to $21,500,000. The amendment also extends the contract end date from June 30, 2025 to June 30, 2029 to align with the project's construction schedule.
FINANCIAL IMPACT:
The SPRAC Construction budget will be increased by $1,500,000.
