ACTION REQUESTED:
Adopt Capital Project Ordinance 391B and Capital Project Ordinance 400A.
PRIOR BOARD ACTIONS:
August 17, 2026, Regular Meeting, Agenda Item # 26-433 - Award contract to Dave's Construction Service, Inc, in the amount of $642,130.50; 2) authorize the County Manager to i) negotiate and execute an agreement substantially consistent with this agenda item, ii) exercise any renewal or extension term options set forth in the agreement, and iii) terminate the agreement if deemed in the best interest of Union County, each in the County Manager's discretion; 3) adopt Resolution Providing Notice of Construction of the Union County Group Home Renovation Project; and 4) adopt Capital Project Ordinance 319A and CPO 400.
BACKGROUND:
Capital Project Ordinance 391 provides funding for facilities repair and replacement for FY 2027. Facilities advanced $642,131 from this allotment to cover the construction contract for the Group Home renovation project. This action was necessary because the County had a construction bid in hand and did not want the bid to expire while funding was finalized.
The Group Home renovation was originally to be funded through a $500,000 grant awarded to Human Services. However, at the time Facilities advanced the funding, staff did not have written confirmation that these state grant funds would roll from the State's FY 2026 budget into its FY 2027 budget.
The State has since confirmed that the funding will roll forward and has increased the award to $802,009, an amount sufficient to cover the full cost of the project.
This agenda item will:
1. Reimburse the CPO 391 facilities repair and replacement allotment for the $642,131 advanced to the Group Home renovation project; and
2. Accept and appropriate the State grant funding for the Group Home project in the amount of $802,009 to cover the full project cost.
FINANCIAL IMPACT:
The Group Home Renovation project will have a budget of $802,009 and the Facilities Repair and Replacement project will return to the original $2,700,000 budget included in the CIP for FY2027.
