ACTION REQUESTED:
Appoint members to Boards and/or Committees from applications received.
PRIOR BOARD ACTIONS:
None.
BACKGROUND:
1) Home and Community Care Block Grant Advisory Committee
Kathleen Domanski’s term on the Home and Community Care Block Grant Advisory Committee has expired. Vacancies on this committee have been advertised in accordance with the Board’s Rules of Procedure. Ms. Domanski has applied for reappointment.
2) Consolidated Human Services Board (CHSB)
The CHSB, pursuant to N.C. general statute 153A-77, is permitted to be composed of up to 25 members and composition of the board shall reasonably reflect the population makeup of the County. Currently, the Union County CHSB has 19 membership positions, each of which has a specific designation. 12 positions are filled and there are 7 vacancies including:
• Consumer of Human Services (2)
• Community Based Organization Representative (1)
• Dentist (1)
• Pharmacist (1)
• Physician - Psychiatrist (1)
• Psychologist (1)
As is the County’s usual practice, the vacancies available for appointment were advertised by posting a notice on the County’s website:

Three applications were received from the following individuals:
• Community Based Organization Representative: Jesse Granger
• Community Based Organization Representative: Eric J Claflin
• Psychologist: Matthew Childs
At its April 14, 2025 meeting, the CHSB reviewed applications and voted to recommend that the Board of County Commissioners appoint the following people to the CHSB:
• Eric J Claflin to fill the vacant “Community Based Organization Representative” position
• Matthew Childs to fill the vacant “Psychologist” position
Copies of the recommended appointees’ applications are included for the BoCC’s review and consideration.
FINANCIAL IMPACT:
None for Home and Community Care Block Grant Advisory Committee. Up to $200 per year per CHSB member ($20 per meeting x 10 meetings per year).
