BACKGROUND:

The Capital Improvement Program, as adopted by the Board of County Commissioners (BOCC), includes an allocation for numerous projects in the Yadkin River Water Supply Program (YRWSP) to meet the needs of Union County. Included in the YRWSP is the 762 Pressure Zone 24-inch Transmission Main, which will provide water from the Yadkin River Water Treatment Plant (YRWTP) to the 762 Pressure Zone in eastern Union County. The project consists of approximately 39,000 linear feet of 24-inch water transmission main from the YRWTP to Forest Hill School Road just south of Highway 74, and the project also includes a high service water pump station at the YRWTP.

On September 21, 2020, the BOCC approved Brown and Caldwell Task Order 2017-07 in the amount not to exceed $2,500,000 as well as CPO #268 to fund the engineering design services.  On July 17, 2023, the BOCC adopted a resolution to accept $35,000,000 in ARPA funds from NCDEQ to fund the construction phase of the project. On August 21, 2023 and December 4, 2023, the BOCC adopted resolutions authorizing condemnation to acquire temporary construction easements and permanent utility easements for twenty-four (24) parcels and three (3) parcels, respectively.

Union County advertised the project on December 13, 2023, and received four (4) bids at the bid opening on January 30, 2024. The bids were reviewed and certified by the engineer per the attached award recommendation letter and bid tabulation. Based on the engineer’s review and Procurement Division approval of the bid, UCW engineering staff recommends that the project be awarded to the lowest responsive, responsible bidder, State Utility Contractors, Inc., in the amount of $26,674,345.00.

To support the construction of the project, construction administration services are required to ensure the project is constructed to meet the requirements set forth in the project plans and specifications. The scope of services for construction administration services identified in the attached Brown and Caldwell Task Order 8382-01 has been reviewed by UCW engineering staff and is appropriate for the project. Services are to be provided on a per diem not to exceed basis in the amount of $1,498,186.00.

FINANCIAL IMPACT:

Funding is available within the adopted Capital Improvement Program for the 762 Zone 24-inch Water Transmission Main & High Service Pump Station project to support the construction contract amount of $26,674,345.00 with State Utility Contractors, Inc. and construction administration services described in Brown and Caldwell Task Order 8382-01 in the amount of $1,498,186.00.
