ACTION REQUESTED:
Authorize the County Manager to 1) negotiate and execute an agreement substantially consistent with this agenda item, 2) exercise any renewal or extension term options set forth in the Agreement, and 3) terminate the Agreement if deemed in the best interest of the County, each in the County Manager's discretion.

BACKGROUND:
This request is to approve a contract with CPL to provide Architectural and Engineering Services for the new South Piedmont Regional Autopsy Center project. The request is only for services for the Advance Planning/Conceptual design phase and future contract amendments for full building design will be brought back to the Board for consideration and approval at the appropriate time(s). The project will include a new building between 10,000 to 15,000 gsf, site work and utilities, and potentially be located adjacent to the Union County Sheriff’s Office campus.
In this phase of work, the Architect will be responsible for building programming and scope validation, defining spatial requirements, adjacencies, equipment, engineering systems and structural systems. The design team will also provide blocking and planning diagrams and preliminary budget analysis. In addition the civil engineer will provide control and boundary surveys, topographic surveys, wetland/stream delineation and confirmation, recombination platting services for annexation, traffic impact analysis and pre-design site analysis.
The Facilities and Fleet Management Department partnered with the Procurement Department to issue Request for Qualifications No. 2025-001, Architectural and Engineering Services, South Piedmont Regional Autopsy Center Project. On January 16, 2025, nine (9) qualifications packages were received and reviewed by an evaluation team in accordance with applicable evaluation criteria for this project. The top four (4) firms were invited to shortlist interview/presentations. As a result, the team requests approval to enter into a contract with CPL. Staff recommends the Board approve the contract with CPL in the amount of $216,200.00 to provide advance planning/conceptual design services.
FINANCIAL IMPACT:
The total cost of this contract is 216,200.00. Sufficient funds will be available in capital account 40080222 South Piedmont Regional Autopsy Center upon adoption and approval of CPO-379, included in agenda item 25-216.
