ACTION REQUESTED:

Authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item.

PRIOR BOARD ACTIONS:

The Board of Commissioners approved the use of the Construction Manager at Risk method for this project at their May 1, 2024 meeting.

BACKGROUND:

The Union County BARN Project is, as a concept, a Food Systems Strategic Initiative. In an effort to support Union County agricultural producers with a focus on creating a sustainable and all encompassing “Food System”, the project is intended to accomplish the following:

•Generate markets for crops and protein-based products harvested within Union County

•Provide career opportunities in an area of the County that has fewer local prospects

•Enable educational partnerships and internships with Wingate University, South Piedmont Community College and John & Wales University

•Promote healthier eating by the residents of County

•Support organizations, such as Meals on Wheels, The Food Hub, and others that assist the County’s at-risk population

The Barn Project’s primary asset is the Food Innovation Kitchen which will be a multi-purpose facility to serve a dual mission. First, to support the farm community with raw product storage, packaging and/or preparation for wholesale. Secondly, to enable the public and small businesses who need value-added processing, cooking and final packaging which directly serves the consumer market. The proposed facility would house kitchen spaces, as well as freezer, refrigeration, and dry storage space to support raw food preparation and general food processing.

The Facilities and Fleet Management partnered with the Procurement Department to issue Request for Qualifications 2024-002, Construction Manager at Risk Services, Union County BARN Project.  On September 29, 2023, eight qualifications packages were received and reviewed by an evaluation team in accordance with applicable evaluation criteria for this project.  The top ranked four (4) firms were invited to shortlist interview/presentations.  As a result, the team request approval to enter into a contract with the Edifice, LLC. Typically, CMAR services are procured with a contract for preconstruction services in the design phase of the project and then a guaranteed maximum price contract for the construction phase. Again, this request is only for preconstruction services. Staff recommends the Board approve the contract with Edifice in the amount of $87,515.00 for preconstruction services.

FINANCIAL IMPACT:

The contract cost for preconstruction services is $87,515.00. There are sufficient funds in the BARN capital account to cover this contract for preconstruction services. A Guaranteed Maximum Price contract amendment, for building construction, will be brought to the Board for approval at a future date.
