ACTION REQUESTED:

Appointment of members to fill vacancies.

PRIOR BOARD ACTIONS:

None.

BACKGROUND:

Vacancies exist on the following Boards and/or Committees:

 

Juvenile Crime Prevention Committee (JCPC)

Appointments needed - 6 total as follows:

                     One Representative from United Way/Other Nonprofit

                     One Member of Faith Community

                     One Juvenile Defense Attorney

                     Two Commissioner Appointees

                     One Parks & Recreation Representative

Applications received as follows:

                     John Kirkpatrick - Member of Faith Community (currently serving and is seeking reappointment)

                     Angela Watkins - Juvenile Defense Attorney (currently serving and is seeking reappointment)

                     James Johnson Jr. - County Commissioner Appointee (currently serving and is seeking reappointment)

                     Natasha Stoval - County Commissioner Appointee (currently serving and is seeking reappointment)

                     Jim Chaffin - Parks and Recreation Representative (currently serving and is seeking reappointment)

                     Delan Fulgham - United Way/Other Nonprofit (This is a new applicant who is seeking appointment representing United Way/Other Nonprofit.)

 

Land Use Board

Consolidated Human Services Board

The Consolidated Human Services Board (CHSB), pursuant to N.C. general statute 153A-77, is permitted to be composed of up to 25 members and composition of the board shall reasonably reflect the population makeup of the County. Currently, the Union County CHSB has 19 membership positions, each of which has a specific designation. Ten positions are filled and there are 9 vacancies including:

                     Consumer of Human Services (4)

                     Dentist (1)

                     Other Person (1)

                     Pharmacist (1)

                     Physician-Psychiatrist (1)

                     Registered Nurse (1)

 

As is the County’s usual practice, the vacancies available for appointment were advertised by posting a notice on the County’s website:

At its March 9, 2026 meeting, the CHSB reviewed applications and voted unanimously to recommend that the Board of County Commissioners reappoint the following people to the CHSB:

                     Ms. Amy Dickey is eligible for reappointment to fill the “Consumer of Human Services” position. Ms. Dickey is currently serving as the 2026 CHSB Chair.

                     Ms. Brandi Smith is eligible for reappointment to fill the “Other Person” position. Ms. Smith is currently serving as the 2026 CHSB Vice-Chair.

 

Copies of the recommended applications are included for the BoCC’s review and consideration.

FINANCIAL IMPACT: 

For CHSB: Up to $200 per year per member ($20 meeting x 10 meetings per year).
