ACTION REQUESTED:
Authorize the County Manager to approve additional expenditures for Contract #8820- Cabarrus County Sheriff’s Office.
PRIOR BOARD ACTIONS:
March 18, 2024, Regular Meeting, Agenda Item # 24-192 - Approved Interlocal Agreement.
BACKGROUND:
At their March 18, 2024 meeting, the Union County BOCC approved an Interlocal Detention Center Agreement with the Cabarrus County Sheriff’s Office to provide temporary housing for a number of Union County inmates in an effort to alleviate jail overcrowding, as well as to provide appropriate separation of multiple defendants charged with the same crime. As the NC Jail code does not allow a Detention Center to exceed its current designed inmate capacity, the Union County Sheriff’s Office pursued this agreement to reduce our overall inmate numbers. Due to increased inmate numbers which have recently exceeded 300 inmates in a facility designed for housing 264 inmates, our Detention Center moved a small number of inmates back to Cabarrus County in accordance with this agreement which is still in effect through the end of June 2025. As the expense for each inmate moved pursuant to this agreement has been set at $70.00 per day, the Union County Sheriff’s Office is requesting additional funding for this purpose, not to exceed an additional $100,000 above the original agreement. Once factors allow, these inmates will be returned to their normal housing at the Union County Detention Center. The updated total for this agreement would be $142,000.
FINANCIAL IMPACT:
The anticipated increased cost for this service is $100,000 for the Interlocal Agreement between Union County Sheriff’s Office and Cabarrus County Sheriff’s Office for the housing of inmates and is budgeted accordingly for FY2025.
