ACTION REQUESTED:
Adopt a resolution supporting the request for and consideration of a legislative goal related to municipal voluntary annexation via the NCACC legislative goals process.
PRIOR BOARD ACTIONS:
None.
BACKGROUND:
In January 2025, the North Carolina General Assembly will convene the 2025-2026 biennium session. Prior to the session beginning, the North Carolina Association of County Commissioners (NCACC) will hold a legislative goals conference to approve the goals the organization will support and advocate for during the 2025 long session at the General Assembly. One of the goals that has been submitted for consideration is regarding the municipal voluntary annexation process. The voluntary annexation of land parcels from unincorporated areas into municipalities is placing financial stress on counties, agriculture operations, and adjacent landowners in rural areas, including in Union County. The legislative goal request would support enhanced land use protections and a voice for adjacent landowners and counties as part of the municipal voluntary annexation process. This resolution expresses the Union County Board of Commissioners’ support for consideration of this legislative goal during the NCACC legislative goals process.
