Bid Award and Construction Contract - Government Center Boiler Replacement Project

body

INFORMATION CONTACT:

Christopher J. Boyd, Facilities & Fleet Management, Division Director, 704-283-3868

ACTION REQUESTED:

 1) Accept the low bidder, authorize award of the contract to Digitrol, Inc. in the amount of $302,500.00, 2) authorize the County Manager to negotiate and execute an agreement substantially consistent with this agenda item, and 3) adopt resolution providing notice of the Government Center Boiler Replacement project.

PRIOR BOARD ACTIONS:

None.

BACKGROUND:

This project is to replace the two (2) boilers serving the Government Center heating and domestic water systems. Both boilers are past their useful life and present staff with challenges to find replacement parts upon failure. This project is included in the Facilities CIP.

The Procurement Division partnered with Facilities Management to issue an Invitation for Bids, IFB #2024-008. On May 23, 2024 two (2) bids were received. Because less than three (3) bids were received the bids remained sealed and returned to bidders. On May 31, 2024 IFB #2024-008R was issued to rebid the project. On June 11, 2024 two (2) bids were received and processed for the titled project. All bids were tabulated, reviewed and certified by AME Consulting Engineers. The bids ranged from $302,500.00 to $357,498.90; staff recommends the project be awarded to the lowest responsive, responsible bidder, Digitrol, Inc., in the amount of $302,500.00.

FINANCIAL IMPACT:

Funding is available within the adopted County Facilities Repair (FRR) account, 40080069, to support the construction contract amount of $302,500.00.
