PRIOR BOARD ACTIONS:

October 17, 2022, Regular Meeting, Agenda Item # 22-698 - Approved Special Revenue Ordinance Amendment #81 to recognize, receive and appropriate $120,545 in aid to the Library from the North Carolina Department of Natural & Cultural Resources.

BACKGROUND:

In 2021 the North Carolina General Assembly allocated $10 million of the American Rescue Plan State Fiscal Recovery Funds (SFRF) from the U.S. Department of the Treasury that had come to North Carolina to be distributed to public libraries that qualify for State Aid to Public Libraries.

These funds began being distributed to public libraries through the State Library of North Carolina in 2022-23 fiscal year. Funds were distributed in a lump sum allotment, and in FY23, Union County received $120,545 to purchase a library outreach vehicle.  An additional lump sum disbursement will be sent out to public libraries in the 2024-25 fiscal year of the remaining $650,000 to be distributed. Union County will receive $9,050 from the remaining funds to be distributed, which brings the total amount of SFRF Nonrecurring Aid to Public Libraries given to Union County to $129,595.

FINANCIAL IMPACT:

No local County funding match is required. Federal funding passed through the State in the amount of $9,050 is awarded at 100% for aid to public libraries.
