BACKGROUND:

Union County requires removal, disposal, and replacement of five (5) existing HVAC systems at the Lois Morgan Library. This upgrade was planned for in the 2023 Operating Capital Funding Group. These units include one (1) 15-ton air handler, two (2) 4-ton air handlers, and two (2) 2-ton air handlers with like models. Upgrading these units will allow for better efficiency due to the age of units. Several units have multiple leaks and the units being replaced utilize R-22 refrigerant which is no longer in production.

On February 20, 2024, the Procurement Department partnered with Facilities and Fleet Management to issue Invitation for Bid #2024-056 Lois Morgan Memorial Library HVAC Replacements. On March 21, 2024, five bids for the title project were received and processed. All bids were tabulated, reviewed, and certified by Facilities and Fleet Management. The bids ranged from $57,174.00 to $175,000.00. Staff recommends that the project be awarded to the lowest responsive, responsible bidder, Steele Mechanical Service, LLC, in the amount of $57,174.00.

FINANCIAL IMPACT:

Funding is available within the adopted Facilities Operating Capital Account to support the construction contract amount of $57,174.00.
