April 1, 2024, Regular Meeting, Agenda Item # 24-184 - Requested presentation summarizing history of the Short Water Line Extension Program.
BACKGROUND:
The Short Water Line Extension Program, as adopted by the Board of County Commissioners, provides for the extension of water lines to serve and provide an environmental benefit to qualifying applicants in Union County. The program has attracted significant interest since its original inception as the Self-Help Program in the early 2000’s.
There have been several versions of the program since its start, including the Self-Help Program, the Modified Self-Help Program, the “first-come, first-serve” version of the Short Water Line Extension Program, and the current project ranking version of the Short Water Line Extension Program. The current project ranking version of the program has been in place since FY2022. It prioritizes projects based on a set of criteria that address public health factors and feasibility factors. Projects are selected on an annual basis in accordance with the priority rankings, and no backlog of projects is maintained as un-selected projects must re-apply in subsequent years. The available funding for the program has varied throughout its existence. The most recent annual funding allocations from FY2020 through FY2023 have been $5M each year.
